PUBLIC PRIVATE PARTNERSHIPS
Successful cooperation between public and private entities is essential for efficient service delivery. Vulindlela Holdings has been investing in public infrastructure through Public Private Partnerships since the dawn of democracy in South Africa, and as a result we have an extensive “hands on” understanding of the initiation and management of sustainable PPPs.
Over the years we have partnered with various investors to ensure profitable service delivery and have developed an excellent reputation in this sector. Our experience and strategic partnerships provide us with a broad range of skills and resources, including finance, technical and operational expertise.
Vulindlela has a solid background in the following PPP sectors: Healthcare, IT Solutions, Facilities Management, Infrastructure Development, Property Development and Correctional Services.
Vulindlela is the lead party in the formation of the Impilo Consortium, and co-sponsor of the Inkosi Albert Luthuli Central Hospital Project (IALCH).
This project is a 15 year PPP with the KZN Department of Health. It includes the provision of medical equipment, facilities management services (hard and soft), parking, cleaning, security, sterile services, building maintenance and information management and technology services.
This project has been publicly recognised as being ground breaking in the following ways:
- Filmless and paperless operation from the completion of implementation.
- Less than 12 months between the original tender notice and financial close; and less than 6 months between preferred supplier selection and Financial close.
- The inclusion of integrated IM & T, FM services and medical equipment which adds complexity to a large, long-term contract.
G4S Correction Services (Bloemfontein)
G4S Correction Services (Bloemfontein) (Pty) Limited was established to operate the Mangaung Prison correctional facility contract. The client is the Department of Correctional Services, and the period of the contract is 25 years.
The Mangaung Correctional Facility in Bloemfontein remains a land mark project. With a total of 2928 beds it is the second largest private prison in the world. Established in 2001, it was also the first prison Public Private Partnership project in South Africa.
Dipalopalo FM Solutions
The company is a ring-fenced entity which was incorporated in September 2013, and started trading in may 2014, with the sole objective of providing fully integrated facilities management services, including technical services, soft services and business support service for the new head office accommodation for Statistic South Africa, a state department of the Republic of South Africa, in accordance with a public private partnership contract which was concluded in 2014.
The contract is fully operational as of 29th August 2016 after completion of the construction phase of the building.
The company operates as a special purpose vehicle exclusively for the execution of a private public partnership agreement for the provision of head office accommodation for Statistics South Africa (Hereafter referred to as STATS SA). The company is responsible for the management and coordination of the design, construction, operations and maintenance of the building. The construction phase of the building was completed in September 2016. The facilities management phase is ongoing and will continue for a period of 24 years.
This project consolidates all Statistics South Africa operations under one roof, in a R1.4 billion state of the art building located in Salvkop. Other members of the PPP include WBHO, Royal Bafokeng, Astrapak, Servest, Crowie and Fikile Projects.
Vulindlela is involved both at concessionaire and operator level, and is responsible for design, finance, construction, operations and maintenance.
